De monitors hebben allemaal hun taak, gesteund door Easy, de alwetende computer met menselijke trekjes. De gevangenen proberen wel eens wat, maar meestal is er al een bijzondere activiteit gesignaleerd en geëlimineerd zonder dat het tot daden heeft kunnen komen. De monitors zijn geselecteerd na jarenlange training en kunnen bijna als een robot handelen. Toch hebben ze soms verrassende menselijke trekjes. Met elkaar werken ze aan de heilsstaat, zoals die beschreven is door de grote leider Kovac. Niets of niemand kan hen van de weg afbrengen denken ze. Maar dan egint het te rommelen aan de grenzen van het groot-europese rijk. Er lijkt een verband te zijn met de bezoekende journalist, die heel lang weinig invloed lijkt te ondervinden van de sterke hand van de beheersing van alle drifters, tot ze zijn geheim ontdekken. Als het hele rijk onder spanning komt te staan blijkt pas, hoe sterk de computer aan zijn eigen macht heeft gebouwd.</ins></div></td></tr> </table>
