Is een Engelse romanschrijver, screenwriter en short story schrijver die ook schrijft als Michael Marshall. Hij verhuisde met zijn familie op zeer jonge leeftijd naar de Verenigde Staten, eerst naar Illinois en later naar Florida. Op zijn zevende verhuisde hij opnieuw, ditmaal naar Zuid-Afrika en vervolgens naar Australië, voordat hij terugkeerde naar Engeland in de vroege jaren 1970. Hij volgde zijn opleding op Chigwell School en aan King's College, Cambridge, waar hij Philosophy, Social and Political Science studeerde. Zijn eerste gepubliceerde verhaal was 'The Man Who Drew Cats', die in 1991 de Britse Fantasy Award won voor "Best Short Story".
