Schrijver, theateracteur en regisseur. In 1963 werd hij benaderd door de BBC voor het opstarten van de TV-serie Doctor Who waar hij tot 1970 aan meewerkte. Voordat hij bij de BBC kwam, werkte Whitaker als schrijver, acteur en regisseur bij de York Repertory Group. Een toneelstuk dat hij voor hen schreef, 'A Choice of Partners' (1957), kreeg de aandacht van de scriptafdeling van de BBC. Ze gaven Whitaker de opdracht om te werken aan de programma's 'Garry Halliday' (1962) en de langlopende 'Compact'.  Whitaker droeg ook zijn eigen scripts bij voor een aantal Doctor Who- series, waaronder 'The Crusade' (1965), 'The Power of the Daleks' (1966), 'The Evil of the Daleks' (1967), 'The Enemy of the World' (1967-68) en 'The Wheel in Space' (1968, uit een verhaalconcept van Kit Pedler). Hoewel hij de functie van verhaalredacteur verliet in 1964, was zijn laatste script voor de show 'The Ambassadors of Death' (1970). Hij was niet van plan langer dan een jaar te blijven als Doctor Who's verhaaleditor, omdat hij dacht dat de serie misschien niet zou worden vernieuwd. Hij was daarom overeengekomen een rol op zich te nemen bij het werken aan een andere productie. Zijn andere werk omvatte het schrijven van de Dalek -strip voor het wekelijkse kindertijdschrift TV Century 21, naast het toneelstuk 'The Curse of the Daleks' (1965). In 1964 publiceerde Whitaker de eerste roman van een Doctor Who- serie; meer dan 150 andere dergelijke boeken zouden in de loop van de volgende 30 jaar worden gepubliceerd. Zijn eigen, 'Doctor Who in an Exciting Adventure with the Daleks', was gebaseerd op het script van Terry Nation voor de eerste Dalek TV-serie. Het jaar daarop voltooide hij een tweede roman, dit keer op basis van zijn eigen script voor 'The Crusade'. Beide boeken werden oorspronkelijk gepubliceerd door Frederick Muller, waarbij de eerste ook een paperback-uitgave kreeg van 'Armada'. In 1973 werden de nieuwigheden van Whitaker (samen met een derde, geschreven door Bill Strutton en gebaseerd op 'The Web Planet') opnieuw uitgegeven door Target Books als onderdeel van de lancering van een nieuwe reeks nieuwigheden; Het Dalek-verhaal van Whitaker kreeg de nieuwe titel 'Doctor Who and the Daleks'. Van 1966 tot 1968 was Whitaker voorzitter van het Writers Guild van Groot-Brittannië. Hij verhuisde naar Australië in de jaren '70 en droeg bij aan de serie 'Moordzaken', 'The Drifter' en 'Elephant Boy' voordat hij terugkeerde naar het VK. Vóór zijn dood in 1980 onderging Whitaker een behandeling voor kanker. Hij stierf en liet zijn roman van 'The Enemy of the World' onafgewerkt en zijn plannen om 'The Evil of the Daleks' aan te passen niet gerealiseerd. De aanpassing van 'The Enemy of the World' werd uiteindelijk geschreven door Ian Marter zonder gebruik te maken van het materiaal dat door Whitaker was voorbereid, terwijl 'The Evil of the Daleks' uiteindelijk werd gepubliceerd door John Peel en in 1993 werd gepubliceerd.
